John Smeaton, the first man to call himself a civil engineer, began as an instrument maker. His design of Eddystone Lighthouse (1756-59), with its interlocking masonry, was based on a craftsman's experience. [I] Smeaton's work was backed by thorough research, and his services were much in demand. In 1771 he founded the Society of Civil Engineers (now known as the Smeatonian Society). Its object was to bring together experienced engineers, entrepreneurs, and lawyers to promote the building of large public works, such as canals (and later railways), and to secure the parliamentary powers necessary to execute their schemes. [2]
The École Polytechnique was founded in Paris in 1794, and the Bauakademie was started in Berlin in 1799, but no such schools existed in Great Britain for another two decades. It was this lack of opportunity for scientific study and for the exchange of experiences that led a group of young men in 1818 to found the Institution of Civil Engineers. [3] There were similar developments elsewhere. Bridges are the flagships of civil engineering. They attract the highest attention within the engineering community. This is due to their small safety margins and their great exposure to the public. Early bridges were the backbone of powerful empires from China to Rome and the Incas in America. Currently, the transportation infrastructure is directly related to the economic success of a nation. Bridges are admired not only for their function but also primarily for their aesthetic impact. Imagine New York without bridges, Japan without the Honshu Shikoku project, or Europe without the Greatbelt Link. This article deals with the preservation and maintenance of these important elements of modern society.

Regardless of the numbers we will need, it doesn't take crystal-ball gazing to appreciate that we will need a different type of engineer as we move toward the close of this century and beyond. Many of us represent the old guard of white male engineers, who will no longer be as dominant as the work force changes and the engineer of the future evolves. We need to understand the changes that are coming, and we need to understand that we must find a new set of tools to work with these changes.
The national trend predicts an increase in the need for transportation professionals as we approach the next century. Currently, the most critical need is in civil engineering, where college graduates have declined by more than 25% over the seven-year period 1983-89. (Civil engineers comprise 75% of the professional work force in state transportation agencies.) This decline in civil engineering graduates from colleges and universities throughout the United States continues. But history has shown us that supply is a cyclical issue, and that an upturn is very possible, even without a concerted and focused effort.
But the quantity issue is not the whole story. An even more distressing and long-term problem involves the quality and diversity of college graduates attracted to careers in transportation and civil engineering. The general fall in college entrance-exam scores is one indicator that the quality of students is declining. This could have an important impact on the transportation industry, which needs well-trained, entry-level professionals of the highest quality in all fields; the largest being civil engineering, but also including environmental sciences, finance, data processing, and other professional disciplines.
